It may be as simple as a bad cable (or the cable isn't tightened into the connector all the way) or as complex as a fault in the hardware.  Double-check all your connections and try swapping cables.

Do you have any way to check the word clock output of the Apogee independent of the AES16e?  It could be that the word clock output on the Apogee has a hardware problem.

I changed the TASCAM word clock, but problem still.
I also changed 3 kinds(different brand) of the BNC cable, but problem still.
I also changed the 1604 cable, the same problem.
So that which kind of cable you may recommed me to try again?

If you put the 1604 cable on Port B, can yous end wordclock OUT? For instance, keep the AES16e on Internal, and take the wordclock signal from Port B and connect it to the Symphony wordclock input. Does that work?
