Is it safe to connect the LynxONE analog outputs to a mixer whose inputs provide "phantom" power?

The LynxONE should never have phantom power applied to it's output as this may damage the LynxONE or the Mixer. This can easily be avoided by connecting the LynxONE to the line inputs in your mixer, and not the microphone inputs. Generally, lower cost mixers have line inputs on TRS connectors. If you use XLR to TRS adapters cables you should be able to connect the LynxONE to your mixer and avoid any phantom powering problems.
